What is known
- Desk ER-03, External Relations, HQ 3F.
- Took the 02:11 call from EXT 1401 on 14 August 1986.
- Countersigned ER-4417-D at 03:40.
- Three other countersignatures surface in fragments: 1984, 1989 and 1992. All of them read 03:40.
What is not
No Kokushi directory lists a first name. EX-ER-88 remembers him as “polite like a hotel concierge” and says he never once raised his voice.
His own resignation letter, according to the same source, was filed in 1992 and marked UNACKNOWLEDGED.
Open question
Marlow tells Watanabe that “people don’t leave Kokushi” — “they’re reassigned.” Watanabe calls him Terry. His resignation was never acknowledged. He was reassigned like everyone else.
Every countersignature is at 03:40. Always eighty-six minutes after the subject’s last access. Whatever happens on 14 takes the same time, every time.
