Personnel Continuity
Kokushi documents distinguish person, role and personnel identity in ways that make replacement-worker rumours harder to dismiss.

Person ≠ role ≠ identity
Internal material sometimes separates:
- PERSON — biological or legal individual
- ROLE — organisational function
- PERSONNEL IDENTITY — number, history, permissions and behavioural profile
The word continuity appears repeatedly without a stable definition.
The most disturbing possibility is not that Kokushi preserves a person.
It is that Kokushi preserves the personnel identity after the person is gone.
